Art 2° Decláranse empresas de importancia nacional, para el efecto de que puedan ser auxiliadas o fomentadas por la Nación, en los casos y forma en que el Congreso lo estime justo y conveniente, y cuando la situación del Tesoro lo permita, aquellas que notoriamente redunden en beneficio de toda la

República, o que por lo menos extiendan su radio a más de un Departamento.
