Este decreto se aplica a las personas afiliadas al Sistema General de Seguridad Social en Salud, identificadas en los niveles I y II del Sisbén; a las Entidades Promotoras de Salud; al administrador del Fondo de Solidaridad y Garantía (Fosyga), a los operadores de la Planilla Integral de Liquidación de Aportes (PILA) y a las autoridades territoriales de salud que en razón de sus competencias intervienen para garantizar la movilidad entre regímenes.
