Para perpetuar el recuerdo de este ilustre Prelado, el Gobierno Nacional queda autorizado, de acuerdo con el numeral 11, artículo 76 de la Constitución Nacional y en desarrollo del numeral 20 del mismo artículo y en concordancia con el artículo 79 de la Carta, destinar del Presupuesto Nacional la partida para las siguientes obras:

Remodelación del cementerio del Municipio de San Vicente, Departamento de Antioquia, cuna del ilustre señor Arzobispo;

Remodelación y dotación en las instalaciones del Instituto Departamental de Promoción Social, en el Municipio de San Vicente, Departamento de Antioquia.
