Normas de procedimiento. En la tramitación y celebración de los contratos de concesión, las autoridades comisionadas o delegadas, aplicarán las disposiciones sustantivas y de procedimiento establecidas en este Código. Los actos que adopten en estas materias se considerarán, para todos los efectos legales, actos administrativos de carácter nacional.
