La Junta de Licitaciones y Adquisiciones tendrá las siguientes funciones: determinará los requisitos que deben satisfacer los pliegos de condiciones que se elaboren para las licitaciones que se abran; rendirá concepto al Ministro sobre las ofertas presentadas y declarará desiertas las licitaciones cuando a ello haya lugar.
