A dicha Colonia serán enviados todos los reos condenados a más de dos años de reclusión o presidio por los Tribunales y Juzgados de los Departamentos del Valle, de Caldas, del Cauca y Nariño, y los individuos de ambos sexos que por resoluciones de los Jefes de Policía Municipales y Departamentales, debidamente aprobadas por los respectivos superiores, fueren declarados vagos o perniciosos.
