Para crear nuevos Consulados remunerados o ad honórem el Gobierno debe solicitar y considerar los informes que rindan sobre la conveniencia de tal medida el Departamento de Relaciones Comerciales o la Sección Diplomática del Ministerio de Relaciones Exteriores, con las cifras o razones de orden positivo que aconsejen. Además, el Gobierno debe solicitar en cada caso el concepto de la Comisión Asesora, y tanto los informes como el concepto serán tenidos en cuenta antes de dictar el decreto respectivo.
