El Congreso, en nombre de la Nación colombiana, declara que el permanente interés por aliviar la suerte de las clases desvalidas, que distinguió a don Rudesindo Soto, y que las fundaciones benéficas por el realizadas o auxiliadas, lo hacen acreedor a que se honre su memoria y se exalte como la de un excelente ciudadano a quien la Patria señala como servidor en grado eminente.
