De la obligaciones para ordenar gastos . El Ministro de Obras Públicas y Transporte podrá delegar en el Superintendente General de Puertos la ordenación de gastos sobre la cuenta de que trata el artículo anterior, según cuantías y clase de los mismos, teniendo en cuenta las normas legales sobre contratación y con sujeción en un todo a la apropiación presupuestal de la ley, y la correspondiente resolución ministerial de distribución presupuestal de apropiación y a las demás normas de la Ley 38 de 1989 o en las que la modifiquen o sustituyan.
