Con fundamento en dichos criterios y condiciones generales, la Dirección General del Tesoro Nacional podrá suscribir un convenio con cada establecimiento bancario para el logro de los fines previstos en este decreto, el cual sólo requerirá para su celebración, validez y perfeccionamiento de la firma de las partes y de su publicación en el Diario Oficial.
