Elevase en diez millones de pesos ($ 10.000.000) más, el capital del Instituto de Crédito Territorial, suma que deberá suscribir íntegramente el Gobierno Nacional. Para la efectividad de estos aportes, al Gobierno queda facultado para emitir pagarés o bonos con intereses del seis por ciento (6%) anual, amortizables por anualidades de un millón de pesos ($ 1.000.000), los cuales deberá entregar al Instituto de Crédito Territorial en el primer trimestre de la vigencia de esta ley, como del aumento del capital que por ella se autoriza.
