Según lo establecido en el artículo 13 de¡ Decreto 2082 de 1996, los departamentos, distritos y municipios definirán dentro de¡ plan de cubrimiento gradual que formulen para la adecuada atención educativa de las personas con limitaciones, las instituciones educativas estatales que atenderán personas con limitaciones auditivas, garantizando los apoyos, servicios y recursos necesarios para la prestación de¡ servicio público de educación formal, a estos educandos.
