º . La Dirección del Ministerio estará a cargo del Ministro, quien la ejercerá con la inmediata colaboración del Secretario General y del Director. El Ministro será la primera autoridad administrativa y técnica. El Secretario General será un funcionario de libre nombramiento y remoción del Gobierno y desempeñará las funciones que adelante se señalan.
