º . De las definiciones . A los efectos del presente decreto, se entiende por

Usuario: La persona natural o jurídica que comunica públicamente obras musicales, Interpretaciones o ejecuciones artísticas o producciones fonográficas;

Asociaciones y organizaciones de usuarios: Persona jurídica legalmente constituida, que reúne a un conjunto de personas naturales o jurídicas, bien en función de determinados fines, o que desarrollan una misma actividad, profesión u oficio, y/o que comunican públicamente obras musicales, interpretaciones o ejecuciones artísticas o producciones fonográficas.
