Articulo 7º . Si, por consecuencia de su intervención en las operaciones a que este Decreto se refiere, el Banco de la República tuviere que bajar su encaje legal, no le serán aplicables las sanciones establecidas para ese evento, a menos que el referido encaje sea inferior al 30 por 100 de los billetes en circulación. Las disposiciones sobre limitación de la deuda pública nacional tampoco serán aplicables a las operaciones de crédito de que aquí se trata.
