° Para que una empresa de transporte por carretera pueda funcionar y ser reconocida como tál, deberá tener un mínimum de cinco vehículos, y reunir los demás requisitos que exija la Dirección Nacional de Transportes y Tarifas, mediante reglamento especial. En casos excepcionales por razones de conveniencia para regiones agrícolas o núcleos de colonización, la Dirección podrá aceptar empresas de transporte por carretera con menos de cinco vehículos, previo concepto favorable de su Junta Asesora.
