Provisión de vacantes. Cuando se provean vacantes se requerirá de la certificación de su previsión en el presupuesto de la vigencia fiscal correspondiente. Para tal efecto, el jefe de presupuesto garantizará la existencia de los recursos del 1 de enero al 31 de diciembre de cada año fiscal. (Art. 30 Decreto 115 de 1996)
