El Director de Coldeportes, en coordinación con las diferentes instituciones deportivas, recreativas, de aprovechamiento del tiempo libre y de educación física, estatales y asociadas, elaborará anualmente el Plan Nacional del Deporte, la Recreación y la Educación Física, el cual deberá reflejar el Plan Nacional de Desarrollo y los planes prurianuales de inversión, que será presentado para su aprobación a la Junta Directiva de Coldeportes.
