El Gobierno abrirá un concurso para erigir en la Plaza de Santander, de Bogotá, un monumento contratado con escultor nacional o extranjero. En una faz del monumento serán grabadas estas palabras: "Si las armas os dieron la independencia las leyes os darán la libertad."-Santander.

Parágrafo 1

Para dar cumplimiento a lo dispuesto se destina la cantidad de cincuenta mil pesos ($50,000).

Parágrafo 2

.. La estatua que hoy existe en el Parque Santander, de Bogotá, será obsequiada por el Gobierno a la ciudad de Rosario de Cúcuta.
