Artículo primero. La pesca y aprovechamiento de todas las especies que constituyen la fauna y flora acuáticas es libre en los ríos, ciénagas, lagos y lagunas de uso público, siempre que se realice con las restricciones establecidas en las leyes y con sujeción a las disposiciones reglamentarias de este Decreto.
