amends ley 28/79

El artículo 15 de la Ley 28 de 1979 quedará así:

"Para ser miembro del Consejo Nacional Electoral se requieren las mismas calidades que para ser Magistrado de la Corte Suprema de Justicia; no haber sido elegido para corporación popular ni haber actuado como miembro de directorio político, en los dos años anteriores a su nombramiento; ni ser él o su cónyuge pariente de alguno de los Consejeros de Estado que tengan derecho a intervenir en la elección, hasta el cuarto grado de consanguinidad, segundo de afinidad o primero civil".
