La Instrucción Pública, por lo que respecta á su dirección y fomento, se divide en nacional y departamental. De acuerdo con lo dispuesto en el artículo 185 de la Constitución, es Instrucción Pública departamental la primaria . Por nacional se entenderá la secundaria y profesional.
