Declarantes. De conformidad con lo previsto en el artículo 37 del presente decreto, los comerciantes establecidos en la zona de régimen aduanero especial como importadores, podrán actuar directamente ante la Dirección de Impuestos y Aduanas Nacionales o utilizar los servicios de una agencia de aduanas que actuará a nombre y por cuenta de aquellos.
