º . Tasa de interés en devoluciones. De conformidad con lo dispuesto en los artículos 863 y 864 del Estatuto Tributario y con base en la certificación expedida por la Superintendencia Bancaria, la tasa de interés que regirá en materia de devoluciones, entre el 1º noviembre de 2002 y el 28 de febrero de 2003, será del veintiocho punto sesenta por ciento (28.60%) anual.
