Cuando se trate de aportes para programas que deba ejecutar un Departamento, el Distrito Especial, Intendencia, Comisaría o Municipio, se enviará a la División de Presupuesto del Ministerio o Departamento Administrativo correspondiente, copia de la ordenanza de la Asamblea del acuerdo del Concejo o, en su defecto, del decreto del Gobernador, Alcalde Mayor, Intendente, Comisario o Alcalde Municipal, en que se incluya el aporte en el Presupuesto de Ingresos y de Gastos de la entidad territorial respectiva, además se la finanza del Tesorero debidamente aprobada.
