El Instituto Nacional del Transporte adjudicará las rutas y horarios encontrados disponibles entre, las empresas proponentes, que reúnan los requisitos, teniendo en cuenta los factores del artículo 10. Las solicitudes de rutas y horarios que el INTRA haya autorizado o negado dentro de los doce (12) meses anteriores podrán ser negadas sin necesidad de efectuar publicaciones.
