Artículo cuarto. Las personas jurídicas y naturales dedicadas a la industria de la construcción deberán pagar en cada año fiscal como aporte al Servicio Nacional de Aprendizaje, SENA, en forma directa y en la Tesorería Regional del SENA correspondiente a su domicilio, el medio por ciento (1/2%) del valor de las obras que ejecuten directamente o a través de subcontratistas. Este aporte se liquidará y pagará provisionalmente con base en el presupuesto de la licencia de construcción respectiva expedida por las autoridades competentes, sin perjuicio de la revisión posterior de que trata el
