Independientemente de la Memoria que el Ministro del Tesoro debe presentar al Congreso, es obligatorio para él formular una exposición de motivos que haga conocer principalmente las causas de las diferencias de las rentas y de los gastos, y una explicación clara, de la razón de ser de cada uno de los elementos que constituyen el Presupuesto.

Esta exposición debe ir acompañada de cuadros comparativos que la ilustren.
