Para el ejercicio de las facultades extraordinarias el Gobierno designará una comisión asesora de especialistas en derecho público, de la cual harán parte cuatro miembros del Congreso de la República, elegidos por cada una de las Comisiones Primeras Constitucionales Permanentes de cada Cámara y los miembros de la Sala de Consulta y Servicio Civil del Consejo de Estado.
