El Gobierno hará el cálculo de los gastos que ocasione el cumplimiento de la presente ley, e incluirá la correspondiente partida en el proyecto de presupuesto de la próxima vigencia. Si se omitiere el señalamiento de dicha partida por el Congreso, queda el Gobierno facultado para practicar la operaciones presupuestales necesarias.
