Crease tres comisiones Asesoras del Gobierno Nacional en la preparación de proyectos de ley para la revisión de la legislación penal, procesal penal y carcelaria, integradas cada; una por 6 Miembros designados por el Gobierno, de las cuales hará parte el Procurador General de la Nación, y serán presididas por el Ministro de Justicia.
