Art. 4º Este Decreto se comunicará inmediatamente á todas las autoridades de la República, se publicará por bando en todos los Municipios y se comunicará á las fuerzas y partidas rebeldes, y empezará a regir en cada lugar desde su publicación ó comunicación.
