º La emisión de vales de manumisión se hará al portador por la Secretaria de Hacienda con arreglo al artículo 5º de la lei de 21 de mayo último, poniéndolos en circulación por medio de la Tesorería general de la Republica, en observancia de lo dispuesto en el artículo 75 de la lei de 4 de junio próximo pasado, orgánica de la administración de la hacienda nacional.
