El numeral 1º del artículo décimo del Decreto número 440 del 8 de marzo de 1995, quedará así: "Para el primer año de incumplimiento: cuando el incumplimiento sea inferior o igual al 25% de la meta del porcentaje mínimo de compras subregionales, impondrá una sanción equivalente a 1.25 puntos porcentuales por cada punto porcentual de incumplimiento; cuando el incumplimiento sea superior al 25% de la meta del porcentaje mínimo de compras subregionales, impondrá una sanción del 32% para la Categoría 1 y del 12% para la Categoría 2".
