Lo dispuesto en la presente ley deberá implementarse conforme a los derechos que le son propios a las comunidades étnicas conforme a lo dispuesto en la ley 70 de 1993 y las disposiciones que la reglamenten.
En todas las etapas reglamentarias, administrativas y de aplicación de la ley, se garantizará la participación y/o la consulta de las comunidades étnicas involucradas.
