Cuando por culpa de los herederos o albaceas no se paguen los derechos de los herederos o lazaretos dentro de un año de muerto la personas de cuya sucesión de trate se cobrará como multa el diez por ciento del interés mensual sobre el impuesto, durante la demora, sin perjuicio de los recursos legales para hacer efectivo el cobro.
