Cuando el monto total del manifiesto, inclusive los recargos, no pase de cien pesos ($100), los reclamos por clasificación y las apelaciones contra los recargos y contra las multas impuestas conforme al capítulo XLIII, se presentarán ante el Administrador de la Aduana donde se hubiere hecho el aforo de la mercancía.
