Cada Superintendente, aprobará un Plan Anual de Recursos Humanos, el cual deberá contener: 47.1 Programa institucional de capacitación. 47.2 Programa institucional de estímulos. El Superintendente definirá las instancias internas que intervendrán en la elaboración y ejecución del plan. El reglamento desarrollará la política de bienestar e incentivos y señalará sus modalidades, los beneficios que estos otorgarán, su periodicidad y los criterios para su otorgamiento.
