Artículo primero. Las traslaciones de apropiaciones entre artículos de un mismo Capítulo del Presupuesto Nacional, o entre artículos de distintos Capítulos de un mismo Ministerio o Departamento Administrativo, pueden ser hechas por el Gobierno cuando no esté reunido el Congreso, previa certificación del Contralor General de la Republica de que la apropiación que se va a transferir está libre de afectaciones.

Parágrafo

En los anteriores términos queda modificado el inciso 1° del artículo 90 del Decreto legislativo 164 de 24 de enero de 1950.
