Artículo segundo. Para la validez de la operación de crédito a que este Decreto se refiere se requerirá que los títulos sean expedidos por el Ministerio de Hacienda y Crédito Público, refrendados por la Contraloría General de la República y emitidos, mediante acta, por la Tesorería General de la República.
