Artículo tercero. El artículo 5º del Decreto 1344 de 1970, quedará así: Corresponde al Consejo Superior de Tránsito Terrestre absolver las consultas que le someta el Gobierno, presentar las iniciativas que juzgue convenientes en la materia, cumplir las funciones que le señalen la ley y sus reglamentos y las consultivas y de inspección que le fije el Gobierno. Con todo, el Consejo Superior de Tránsito tendrá las funciones ejecutivas que le señalen la ley o los decretos reglamentarios.
