Los miembros del Consejo Superior de Sanidad y los de las Juntas Departamentales de Higiene durarán dos años en su empleo, y podrán ser reelegidos indefinidamente. Estos empleados pueden ser removidos en cualquier tiempo, siempre que se les compruebe que son incapaces o morosos en el cumplimiento de sus deberes.
