El objeto de la presente ley es la inclusión de un grupo humano, desarrollando el principio constitucional de la Igualdad en relación a las personas de talla baja, entendidas como aquellas que tienen trastorno del crecimiento de tipo hormonal o genético, caracterizado por una talla inferior a la medida de los individuos de talla promedio colombiano, haciéndolas visibles dentro del territorio nacional.
