No obstante lo dispuesto en el Articulo 2°. de este Ley, podrá el Gobierno, previo dictamen del Consejo de Estado, permitir que los particulares saquen papeles, documentos, libros u objetos de valor histórico de su exclusión propiedad, siempre que en concepto de quienes deben otorgar el permiso, dichas cosas se dedican a algún fin conveniente para la Nación.
