El dictamen del Consejo que declara autorizado al Gobierno para celebrar un contrato no es susceptible de controversia jurisdiccional. Por consiguiente, no podrá alegarse falta de autorización, si el Consejo ha dictaminado que existe, en juicio en que se impugne la validez o efectos del contrato, o para abstenerse de cumplir alguna de sus estipulaciones.
