El Instituto Nacional de Transporte y Tránsito es la autoridad competente para sancionar, con sujección a los procedimientos señalados en el presente estatuto, a las empresas de transporte público terrestre automotor de pasajeros y/o mixto por carretera, a los prestatarios de servicios de transporte turístico y a las personas naturales y jurídicas, que incurran en algunas de las faltas establecidas en este Decreto.
