Art. 27. Teniendo á su cargo muchos quehaceres el Ministerio de Hacienda y las Oficinas de su dependencia, con motivo de la centralización de rentas establecida por el actual régimen legal, se prohibe distraer á los empleados con asuntos extraños al desempeño de sus funciones. Las personas que los necesiten para asuntos particulares los buscarán en sus casas de habitación. Es igualmente prohibido tocarles los papeles de sus mesas ó imponerse de su contenido.
