Denominación de la autoridad o institución productora de la normativa. En el encabezado de todos los proyectos normativos de rango infralegal se identificará cuál es la autoridad y la institución o entidad que produce la regulación.

Parágrafo 1

Para los decretos y resoluciones con firma del Presidente de la República, se indicará la entidad originadora cabeza del sector administrativo.

Parágrafo 2

Para los proyectos de decreto, resoluciones y demás actos administrativos que no lleven la firma del Presidente de la República se indicará la entidad originadora que lidera el proyecto.
