La Instrucción de los ciegos será obligatoria en todo el país para los menores de edad en ambos sexos. Las sanciones establecidas por la Ley 56 de 1927 , a los infractores de estas disposiciones, serán aplicadas igualmente a quienes contravengan este mandato.
