Artículo segundo. La organización, órganos de Gobierno y demás aspectos relacionados con el funcionamiento de la Unidad, serán los señalados en el Decreto extraordinario 80 de 1980 para las instituciones universitarias.

Parágrafo

A los miembros del Consejo Superior, previstos en el Decreto 80 de 1980, se agregará un representante de la Comunidad de los barrios del sur de Bogotá escogidos por los Presidentes de las Juntas de Acción Comunal. El Gobierno reglamentará el procedimiento y las condiciones de su elección.
